About Smart City Dispatch
Smart City Dispatch examines how cities connect physical infrastructure, data, analytics, and public decisions. It covers urban technology as part of a working civic system: the sensors and networks that observe it, the organizations that operate it, and the people affected by its use.
The publication’s research follows smart-city programs, mobility, buildings, energy and water systems, digital twins, artificial intelligence, and urban analytics. It asks what a system is intended to do, what evidence shows about its deployment, and what remains uncertain.
Research and education
The site’s perspective is informed by Dr. Andrei Khurshudov’s teaching and research in smart cities. At Yale School of Engineering & Applied Science, he taught Smart City Engineering with IoT (ENAS 8000), examining how sensing, connected infrastructure, data, and analytics can support urban services and decisions.
That educational perspective treats technology as one part of a larger urban question. A data feed is not an outcome; a model is not a public decision. The useful questions include whether information is reliable, who can act on it, how results are evaluated, and how privacy and public accountability are protected.
Smart City Dispatch is an independent publication. It is not affiliated with, endorsed by, or operated on behalf of Yale University, its schools, or any other institution.
Editor and publisher

Dr. Andrei Khurshudov
Andrei Khurshudov is an engineer, researcher, author, and educator whose work spans smart cities, artificial intelligence, analytics, IoT, and connected systems.
Over nearly three decades, he held technology and analytics leadership roles at Caterpillar, IBM, Hitachi, Seagate, and Samsung. His industrial experience shaped his long-standing interest in how complex physical systems are sensed, connected, analyzed, and operated.
Smart City Dispatch applies that perspective to urban systems, using publicly available information to examine how cities are evolving through technology, data, and automation.
Editorial approach
Daily Signals are researched and prepared with AI-assisted tools under Smart City Dispatch’s published editorial criteria. Automated systems assess relevance, source support, and the distinction between documented facts and open questions; an individual human review is not implied unless an article says so. Atlas pages organize longer-lived information about cities, technologies, companies, and analytical methods. Weekly Intelligence Reports synthesize developments across those topics. Smart City “Types” and “Levels” are calculated using Dr. Khurshudov’s methodology, which is explained on this site. Editorials and Editor’s Briefs are manually written and published as the author’s personal analysis.
Public sources and independence
Research and reporting rely on publicly available material such as government and city records, academic and technical publications, company materials, and established news sources. Links are provided so readers can inspect original information whenever practical.
Smart City Dispatch does not use confidential, proprietary, trade-secret, or other non-public information obtained through employment or private relationships. No company, university, government, or other organization discussed on the site controls its coverage or conclusions.
AI-assisted content may contain errors. Verify important facts and decisions against the linked original sources.
