SMART CITY ATLAS · INTERACTIVE FRAMEWORK
HOW SMART IS YOUR CITY?
Use the Smart City Dispatch classification framework to assess a city’s smart-system maturity and level of operational autonomy.

SCD v0.2.3 · Temporary scenario only. Your selections do not publish or replace an SCD city assessment.
How to Use This Calculator
- Review each city service. Consider mobility, energy, water, buildings, and the other service areas.
- Select technology maturity. Describe traditional, connected, intelligent, or advanced adaptive capability.
- Select deployment scale. Assess the technology and automated-system scopes separately.
- Describe decision-making. Distinguish human control, system advice, and independent operating actions.
Select only capabilities supported by evidence. An unknown value means insufficient evidence, not proof that the capability is absent.
Verified operating eligibility: Check only for a verified, currently operating, materially city-serving system at substantial-network or broad-service scale that meets the evidence requirements. Pilots, district-only, planned, discontinued, or insufficiently verified systems are excluded.
Deployment scale: These are categorical scoring weights, not percentages of the city. Choosing a scale does not establish scoring eligibility.
Select the highest level of decision-making and action that is supported by evidence for this service. Using AI does not automatically establish independent autonomy.
When does evidence confirm independent system actions?
Check only when operating evidence confirms context-dependent action selection and execution, measured feedback, and delegated authority. For goal-directed optimization, also establish operational tradeoffs, adaptation or reoptimization, and governance controls. Predictions, recommendations, dashboards, human-approved actions, fixed schedules, and ordinary fixed-rule control alone do not qualify.
| City Service | Verified City-Serving Operation | Technology Maturity | Technology Deployment Scale | System Decision-Making & Control | Automated System Deployment Scale | Independent-Action Evidence |
|---|---|---|---|---|---|---|
| Mobility & Transportation | Insufficient evidence does not establish that a capability is absent. | Insufficient evidence does not establish that a capability is absent. | ||||
| Energy & Smart Grids | Insufficient evidence does not establish that a capability is absent. | Insufficient evidence does not establish that a capability is absent. | ||||

Leave this checked when evidence is insufficient. Uncheck only with affirmative evidence for no qualifying higher-tier operational authority.

- Type Score

- Autonomy Score
- 0.00
Type indicates technological maturity. Autonomy indicates decision-making independence; individual service choices are distinct from the final citywide levels. Scores use the selected capabilities and deployment coverage, subject to operating eligibility and breadth requirements.
A zero Type result does not establish that smart capabilities are absent. The unchanged calculator returns zero when no higher maturity tier qualifies, including unknown or excluded inputs.
This is a temporary scenario, not a published SCD assessment.
