# Babcock Ranch, Florida — SCD Project / Community Technology Assessment **Date:** 2026-10-11 **Version:** v0.2.3 research rules (scope eligibility applies) **Classification:** **NOT APPLICABLE to municipality-wide city ranking**. Separate master-planned community / special district benchmark. ## Jurisdiction and rating decision Babcock Ranch is a large master-planned community managed through the **Babcock Ranch Community Independent Special District**, a Florida special-purpose government established in 2007. The ~17,787-acre district spans Charlotte and Lee counties. It is not a free-standing incorporated city whose municipal services can be ranked as if it were Barcelona or Melbourne. The 8-domain SCD municipality-wide numerical scoring gate is therefore not applicable. **Do not assign 0A**, which would incorrectly assert a conventional municipal classification. ## Operating technology and infrastructure - **Energy:** Two FPL-owned solar farms at/near the development, combined ~150MW, with battery storage described by the developer. The output supports the **regional Florida Power & Light grid**, not necessarily an autonomous independent community grid. This is substantial renewable generation and storage but not evidence of adaptive city-level grid decision authority. (SRC-005,006,011) - **Power resilience:** During Hurricane Ian, Babcock Ranch retained power. FPL told E&E News that storm-hardened/underground grid equipment, **not solar or batteries**, explains the continued supply. Do not classify as a self-islanding microgrid without new engineering data. (SRC-007) - **Connected homes and broadband:** Developer documents gigabit fiber and community-access wireless connectivity, clearly supporting digital infrastructure at development level. No independently selected urban operational actions established. (SRC-003,004) - **Water/waste utilities:** Special district maintains active potable/waste/irrigation and waste-collection services. Having a documented SCADA definition in a water-policy manual does not itself establish intelligent production control. (SRC-009,010; SRC-012 not examined) - **Mobility:** Transdev documented a six-week autonomous shuttle pilot in 2018 that was stopped one week early. Developer still references pilot experiments, but there is no verified ongoing city-scale AV service. Exclude from operating mobility ranking. (SRC-008,003) ## Governance, scores and gates Each technology has its own local capability observations. However **do not run the municipal Type/Autonomy total as if its district coverage were citywide**. The eight scoring domains are all marked `municipal_g=not_applicable` rather than g=0 with false score 0.00; 0 would imply a traditional municipality and is analytically misleading. ## What would change this conclusion A stand-alone district/project capability score could be devised under an editor-approved separate scale; it must not be presented as a comparable municipal score. For advanced energy autonomy we would need grid topology, operating storage/dispatch control data, confirmation of any islanding capability, goals, automated action choices and outcome-feedback logs. For public services a validated current automation inventory, end-to-end user counts and geographic/asset coverage are needed. For autonomous transportation, proof of a current broad operational network, not a stopped 2018 pilot, is needed. **Research integrity:** Historical autonomous shuttle is explicitly not current production. Renewable generation is not sufficient to infer independently controlled intelligent-grid operation. Built-out dwelling plans are not current resident count. The legal special-district status controls the main classification result. No Site publication or live classification changes.
