Overview

Toyota officially launched Woven City as a test course for mobility in September 2025. Its launch materials say Toyota Group employees and their families began moving in, and Phase 1 is expected to accommodate about 300 residents. A 2026 Toyota update describes approximately 100 resident Weavers at the time of that announcement; occupancy changes and should be dated.

Published city description

A testbed for autonomous mobility, robotics, AI, smart homes, and connected services.

Population and development status

Phase 1 is an active living laboratory. Toyota's 2026 update reports approximately 100 resident Weavers at that time; Toyota's launch release described an eventual Phase 1 capacity of about 300. These are company-reported figures, not an independent census.

Objectives and technologies

Toyota describes the site as a real-world test course for mobility, with residents and Inventor partners co-creating services. Documented areas include mobility, information, energy, robotics, and connected living. Announced test themes should not be confused with proven citywide outcomes.

Data and AI

The living-lab model can generate mobility, building, energy, and service data for product testing. Specific AI uses should be linked to dated Toyota or partner evidence; this draft does not assume that an announced feature is operating or independently validated.

Companies and publication review

Toyota Motor Corporation and Woven by Toyota are identified by Toyota as developers of Woven City. This is a company-led testbed, not a municipality. Admin should verify a clearly labeled site reference point and keep coordinates unset until an authoritative map source is reviewed.

Research edition 2026-10-11-chatgpt-final-six-v2 · assessment 2026-10-11. Autonomy is unknown. The zero score is an evidence-limited lower bound, not Level A.

Eight equally weighted service domains use separate Type and Autonomy maxima. Scores and domain-count gates jointly determine the classification. Source limitations and coverage inferences remain part of this assessment.

                  Toyota Woven City research report

Toyota Woven City is classified Type ? / Level ? — evidence-insufficient operating development with Type Score 0.00 and Autonomy Score 0.00, under v0.2.3. The eight-domain decisions, deployment inventory and source review states above form this edition's reproducible assessment.

                  Limitations

                  • 0.00 / 0.00 are documented-evidence lower bounds, not an achieved 0A classification.
                  • All verified advanced systems are expressly described as proof-of-concept research with limited household or facility footprints. Evidence permits an operating-community designation, but not two materially operating service domains meeting g=1. A zero lower-bound score is NOT Type 0/A. Upgrade requires operator evidence that named multi-area services are in production, including actual coverage and independent action. This case must not be ranked as a fully autonomous city.

                    # Toyota Woven City: SCD v0.2.3 Research Assessment
**Research date:** October 11, 2026; **publication:** not yet imported or published
**Entity:** operating experimental community / project-level district (not an independent municipality)
                    **Municipality/parent:** Susono City, Shizuoka Prefecture
**Assessment boundary:** Operating Phase 1, approximately 47,000 m². Phase 2 and future planned 2,000-person buildout excluded; do not equate current project with the City of Susono.
                    **Result:** Type ? / Level ? — evidence-insufficient operating development; documented-evidence Type score **0.00**, Autonomy score **0.00**.

                    ## Evidence review and source audit
6 registered URLs. 6 examined/accepted, 0 examined/rejected, 0 not yet examined, 1 accepted independent publisher families. Derived Toyota press releases use a single publisher family; original indexed snippets are not automatically examined.

                    ## Research finding
Woven City has been inhabited and operating since September 2025. It is not N/A for operating status. However the published 2026 achievements center on POCs, not proven material-scale independent service-domain operations; its v0.2.3 Type and Autonomy remain unknown. The reported future smart-city plans and experiment-level robotic actions are excluded from the operating city-level score.

                    ## Quantitative calculation
                    The frozen eight service buckets each carry weight 0.125. Geographic coefficients P=.15, D=.35, N=.65, W=1. Each eligible deployment needs g=1, c≥.60, present operation and appropriate material service scale. S_Type = 100 Σ_d[.125 max_i(g c T/3)]. S_Autonomy = 100 Σ_d[.125 max_i(g c A/3)]. Type 2 requires Type Score≥10 and two independently verified T≥2 service domains; Autonomy C requires ≥10 and two A≥2 independent real closed-loop action-selection domains. A conventional sensor-triggered fixed controller is not A2.

                    ## Autonomy reasoning
No two independently proven operating higher-autonomy service domains. In particular, pilot household robots, algorithmic chatbots, scheduled incineration control, automatic meter reading and 2026 Vienna traffic sensors do not establish the Level C closed-loop action-choice gate.

                    ## Sensitivity and why the next level is unproved
All verified advanced systems are expressly described as proof-of-concept research with limited household or facility footprints.
