Overview

The Yokohama Smart City Project (YSCP) was a demonstration program selected by Japan's Ministry of Economy, Trade and Industry in 2010. City material describes work with private companies to balance energy supply and demand in existing urban areas. The profile treats YSCP as a dated project and distinguishes it from later implementation work.

Published city description

Large-scale smart grid, energy management, and citizen-focused digital transformation in an existing city.

Population and status

Yokohama had approximately 3.77 million residents in official 2025 city materials. It is an established city; YSCP is a historical demonstration that informed subsequent public-private energy initiatives.

Technology and data

The city and Y-PORT descriptions cover energy management linking household, building, and community systems, including coordination of energy supply and demand. The Y-PORT page reports collaboration between Yokohama and 34 companies; the number refers to the program collaboration, not current service providers.

Companies and analytics

Toshiba's 2014 corporate material documents participation in a Yokohama smart-community demonstration. Treat that as historical project involvement. Forecasting, optimization, and time-series analysis are relevant to balancing demand, but a current production AI deployment is not established by these sources.

Publication review

Confirm the coordinate for the municipal profile, preserve the YSCP dates, and verify which later energy services remain active before describing them as current.

Research edition 2026-10-11-chatgpt-final-six-v2 · assessment 2026-10-11.

Municipal assessment scope: Yokohama municipal territory / 18 wards, excluding wider Kanagawa/Greater Tokyo except material service that operates inside municipal boundary. Historic YSCP test geography not equivalent to current production footprint.

Eight equally weighted service domains use separate Type and Autonomy maxima. Scores and domain-count gates jointly determine the classification. Source limitations and coverage inferences remain part of this assessment.

          Yokohama research report

Yokohama is classified 1B — provisional; Type-2 breadth gate unproven with Type Score 16.46 and Autonomy Score 2.71, under v0.2.3. The eight-domain decisions, deployment inventory and source review states above form this edition's reproducible assessment.

          Limitations

          • Only one Type-2 domain candidate (childcare municipal AI assistant) is supportable on current sources, and even it lacks uptake/coverage denominator. Raw score >10 does not allow Type 2 without TWO distinct operating T2 domains. If child-care chatbot fails N coverage, GOV T1 replaces it but Type 1 remains because other connected systems operate; B autonomy then becomes unresolved, not affirmative A. Strong follow-up targets are actual 2026 citywide energy demand response and municipal predictive transport/flood use.

          # Yokohama: SCD v0.2.3 Research Assessment
**Research date:** October 11, 2026; **publication:** not yet imported or published
          **Entity:** municipality
          **Municipality/parent:** Yokohama City (Kanagawa Prefecture)
**Assessment boundary:** Yokohama municipal territory / 18 wards, excluding wider Kanagawa/Greater Tokyo except material service that operates inside municipal boundary. Historic YSCP test geography not equivalent to current production footprint.
**Result:** 1B — provisional; Type-2 breadth gate unproven; documented-evidence Type score **16.46**, Autonomy score **2.71**.

          ## Evidence review and source audit
12 registered URLs. 10 examined/accepted, 0 examined/rejected, 2 not yet examined, 3 accepted independent publisher families. Derived Toyota press releases use a single publisher family; original indexed snippets are not automatically examined.

          ## Research finding
Provisional 1B from abundant operating connected systems and citywide public-service digital assistance, while two independently qualifying Type-2 service domains are not established. Historic Yokohama energy pilot results cannot be counted in 2026 without current operating coverage. Existing automated waste equipment and flood gauges remain T1/A0 under SCD; no proven Level C domains.

          ## Quantitative calculation
          The frozen eight service buckets each carry weight 0.125. Geographic coefficients P=.15, D=.35, N=.65, W=1. Each eligible deployment needs g=1, c≥.60, present operation and appropriate material service scale. S_Type = 100 Σ_d[.125 max_i(g c T/3)]. S_Autonomy = 100 Σ_d[.125 max_i(g c A/3)]. Type 2 requires Type Score≥10 and two independently verified T≥2 service domains; Autonomy C requires ≥10 and two A≥2 independent real closed-loop action-selection domains. A conventional sensor-triggered fixed controller is not A2.

          ## Autonomy reasoning
No two independently proven operating higher-autonomy service domains. In particular, pilot household robots, algorithmic chatbots, scheduled incineration control, automatic meter reading and 2026 Vienna traffic sensors do not establish the Level C closed-loop action-choice gate.

          ## Sensitivity and why the next level is unproved
Only one Type-2 domain candidate (childcare municipal AI assistant) is supportable on current sources, and even it lacks uptake/coverage denominator.
